With the Infrastructure Investment and Jobs Act set to expire in September 2026, the future of federal infrastructure investment is at stake. Building a Stronger America lifts up voices from across the country to show how federal infrastructure dollars support economic growth, job creation, quality of life, and resilience in communities nationwide.

House expected to vote on DOT funding today
The U.S. House of Representatives is slated to vote on the newly released H.R. 7148, the Consolidated Appropriations Act, 2026, another minibus that includes funding for multiple agencies including the U.S. Department of Transportation. If passed, the bill would head to the Senate for a vote before the January 30 deadline.
The Appropriations Committee also issued an accompanying 229-page joint explanatory statement. The bill, if enacted as written, would provide DOT with:
$25.1 billion in total discretionary funding,
$22.2 billion for the Federal Aviation Administration,
$14.6 billion for public transit formula grants through the Federal Transit Administration,
$64.3 billion for highway infrastructure, and
$1.8 billion for the Federal Railroad Administration.
Additionally, the bill includes the following provisions:
Advance Notification Requirement: DOT officials would be prohibited from making, withdrawing, terminating, or rescinding a loan, loan guarantee, letter of intent, discretionary grant, or full funding grant agreement without at least three days’ advance notice to the House and Senate appropriations committees.
Congestion Pricing Study: The Government Accountability Office is directed to conduct a study on zoning-based pricing, including cordon pricing, which charges drivers a fee to travel into and around a specified area. The study must assess impacts to safety, emissions, and congestion, as well as the financial impact on personal vehicle drivers, public transit users, bicyclists, and pedestrians.
