While local, on-the-ground projects were being built and implemented, a sudden freeze of federal grant awards, cuts of federal agency staff and calls for dramatic cuts in federal spending across agencies has injected uncertainty, put some projects in limbo, and is changing the face of how communities grapple with their preparation for climate change and extreme weather.
